Development in the city was picking up with the construction of many skyscraipers simultaneiously. The skyscraper beind City Hall which was constructed by SilverWolv and inspired by the chryser building was going to overtake the recently completed replica of the petronas towers. This prompted y0urs_Tru1y to quickly finish his Empire State Building which overtook the building. Afterwhich the completion of the World Trade Center would relcaim the title of being the tallest building on the server.

This lead to mash_p0tat0es constructing his rendition of the burj khalifa to gain the title of owning the tallest building on the server.

The ''prime towers'' was a building project started by y0urs_Tru1y that would consist of five skyscrapers and would stretch all the way to the world height limit. Four shorter towers would surround a much larger tower in the middle and the buildings all had a very uniform rectangular shape. This irked mash_p0tat0es and SilverWolv who felt that the towers did not add any architectural value to the city while claiming the tallest building title at the same time.

As a prank both went to grief the towers with TNT and sent the video to y0urs_Tru1y. In response to the prank, y0urs_tru1y griefed mash_p0tat0es' rendition of the burj khalifa as the server with TNT. However, damaging surrounding buildings in the process.

An agreement was later made to move the prime towers to the eastrn lands of the world and the severely damaged burh khalifa was demolished. y0urs_tru1y also fixed surrounding damages to other buildings.

The world consisted of a university which players could attend, which mainly focused on teaching redstone basics and potion brewing. The original univeristy campus was situated in a building within the Central Park of Business Bay and would eventually be relocated to an island to the south of the main island, replacing a prison complex that once stood on the island. The relocation of the university over also brought along with it the construction of connecting rail infrastructure to the campus.

When the campus reopned, it expanded its subject coverage to include building and architecture, featuring large lecture theatres with a stage and tall windows that when looked out of showed the skyline of the City Hall district.

In the early development of the world, admin y0urs_Tru1y built an obstacle called "The Dojo" which was almost impossible to conquer. Players would require an extensive number of attempts to finish the course. Eventually the Dojo was shut and the MILTEC building was built in its place.

== Government and Politics ==

The Parliament of WolvHaven met in the city hall of the city. The server had a different rank structure back then with moderators being called MPs and Admins being called Ministers back then. Staff were either appointed or elected and in June, the first Moderator Election of the server was held.

A player by the name of "Sophia" won the election, and would also go on to be the server's first female member of staff.

The biome of the city was mainly forest or plains, with rain every now and then. The biome was changed to a snowy biome during the month of December and it would cover the city in snow which proved to be very challenging as the snow would pile up and get thicker the longer the snow went, covering up roads and other infrastructure.

The {{ColorBox|yellow|City Line}} was the next MRT line to be constructed, and served as a North-South link between the City Hall, Business Bay and Wolv Haven districts. It had 3 stations named after the districts respectively and a branch line that served an additional World Trade Center station. Unlike the Metropolitan, this line was constructed using tunnel boring by copy-pasting iron-block lined tunnel segments as WorldEdit was introduced to the server. The stations were still constructed using cut-and-cover techniques.

This line woud serve the western side of the island, primarily the western lighthouse region of City Hall district, and the Marina Bay Sands area together with the Sail hotel. It would have a cross-platform interchange with the Metropolitan line at City Hall station but the line was never constructed.
