An initial system comprising of all of the stations in the City Loop and a short portion of the T3 East-West Line was marked for completion by the end of 2022 to allow for a basic metro system to serve the city when it takes over as the main world of the server.

Much progress was made, with many of they key pieces of infrastructure being completed. However, due to the speed of progress, it was evident that the original initial system may not be completed in time by 2023, due to the slow construction work on the eastern train junction of the loop.

The modified initial system was proposed to enable construction works to be focused on getting the system ready for operation by 2023.
